Project Oveview
The Ballarat Base Hospital Redevelopment (BBHR) Stage 2 is a major upgrade being delivered by the Victorian Health Building Authority (VHBA) in partnership with Grampians Health. This stage of the project includes the construction of a new purpose-built Central Energy, Pathology, and Support Services (CEPSS) Building, covering over 9,200m² from basement to roof. The building will house a Central Energy Plant, upgraded pharmacy and pathology services, modern education and training spaces, flexible office areas, and staff amenities including a reception and outdoor respite space. These upgrades are designed to support the hospital’s growing capacity and enhance its ability to deliver critical health services to the Ballarat community.
In addition to the new building, Stage 2 includes construction of a new services tunnel to connect the Central Energy Plant with existing hospital infrastructure. This will support more efficient service delivery and help future-proof the hospital’s operations. The project also includes reinstatement works around adjacent buildings, such as landscaping in the central courtyard, removal of temporary regulatory structures at Sloss House and Gardiner Pittard buildings, and the reconstruction of the Dialysis link airlock affected by the tunnel works. Together, these works represent a significant step forward in the hospital’s long-term development.
Our Role
Dewick & Associates was engaged to develop a comprehensive Mechanical Services Operation & Maintenance Manual, tailored to the specific format requirements set by the builder. Documentation was delivered through the D&A Nucleus online portal, providing secure, streamlined access for all stakeholders.
Our team also coordinated directly with the client’s document management system to collate and upload all required subcontractor information, including manufacturer literature, certificates, and warranties, ensuring a complete and compliant handover package.
These services ensure long-term compliance, clarity, and operational readiness for mechanical systems within the hospital.
The Future
Stage two of the Ballarat Base Hospital Redevelopment not only delivered major infrastructure upgrades but also generated strong local benefits, with over 600 people contributing close to 400,000 work hours—123 of them from the Central Highlands region. More than $47.5 million was invested locally, supporting 180 businesses and significantly boosting the regional economy.
As construction progresses into stage three, works are underway for a new emergency department, rooftop helipad, and multi-level hospital tower. This final stage will introduce a women’s and children’s hub, a state-of-the-art operating theatre suite, and 100 additional inpatient beds, along with a specialised area within the emergency department dedicated to mental health, alcohol, and drug services, helping to deliver better care for the Ballarat community.
